IDG is seeking qualified candidates from North Macedonia for the Monitoring & Evaluation Specialist role on the USAID-funded Economic Development, Governance, and Enterprise Growth (EDGE) Project in the Europe and Eurasia region that IDG is implementing.
Scope of Work, Monitoring and Evaluation Specialist
The EDGE project is looking for an M&E Specialist to oversee the EDGE Core MEL system during the last two years of implementation. Applicants from the Western Balkans Countries of Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Montenegro, and Serbia are invited to apply.
Background
The Economic Development, Governance, and Enterprise Growth in Europe and Eurasia (EDGE) project is a five-year project that has three primary Intermediate Results (IRs) based on the Bureau’s Economic Growth Development Objective (DO): Inclusive, sustainable economic growth supporting intra-regional and Euro-Atlantic integration. EDGE will also seek to address current regional policy priorities through a cross-cutting IR of countering malign influences, corruption, and extremism. All activities are to align with the technical areas in three IR areas defined below:
IR 1: Improved Business Enabling Environment and Reduced Barriers to Trade
IR 2: Improved Financial Sector Stability and Increased Access to Finance
IR 3: Improved Competitiveness through Value Chains and Trade Promotion
Cross-Cutting IR: Countered Malign Influences, Corruption and Violent Extremism
EDGE will implement regional economic development activities in the Balkans (Albania, Bosnia and Herzegovina, Serbia, Kosovo, Montenegro, North Macedonia), Ukraine, Moldova, Belarus (UMB), and the Caucasus (Armenia, Azerbaijan, Georgia) through its “Core Component,” as well as through the “Buy-In Component,” which is a flexible mechanism that individual Missions, other USAID Operating Units, and other donors can utilize using their funds.
Position Description
The monitoring and evaluation (M&E) specialist will oversee the implementation of the Activity Monitoring, Evaluation, and Learning Plan (AMELP) and designing and populating the project's MEL system. They will work with technical staff to oversee the application of tools for data collection, storage, and analysis, as well as train staff and partners on MEL system operations, collection methods, and tools. They will additionally perform data analyses, generate reports of findings, and create graphics to contribute to reporting requirements and project communications products. They will also support the capture of lessons learned and project successes and, in consultation with project leadership, leverage the project's AMELP to support the project team in learning from its data.
Specific Task and Responsibilities
Implement the project's approved AMELP.
- Organize and oversee the collection of baseline data and the setting of targets.
- Organize data collection in accordance with the AMELP.
- Perform data quality and integrity assessments, Including periodically conducting field visits and spot checks to verify data and investigate any data anomalies.
- Identify and track reliable secondary (external) data sources as appropriate and aligned with project objectives.
- Identify necessary information required for the AMELP and work with management to obtain it
- Review the MEL system periodically to evaluate its effectiveness and adjust tools and procedures to provide the project with accurate and useful data.
- Conduct periodic training for project staff, stakeholders, and partners. Share information as appropriate to help them monitor the progress of their work and use data for strategic decision-making
Communicate MEL information
- Compile and analyze relevant data on project indicators for contractual reports.
- Provide as-requested MEL data to the client in a timely manner.
- Regularly communicate progress against targets to project staff.
- Ensure that staff consider and apply data to maximize learning from data and use data in making decisions.
- Collect and disseminate lessons reamed and best practices to stakeholders as appropriate.

- Travel as needed.
- Perform other tasks as required by the Chief of the Party.
Qualifications
- Bachelor’s degree in evaluation and monitoring or an area relevant to the position.
- At least five years of experience in M&E (preferably on a USAID or similar donor project), preferably in the area of Economic Growth.
- Demonstrated experience in preparing and managing AMELPs, DQAs, and PIRs.
- The ability to work under pressure and handle multiple tasks simultaneously, including results from multiple countries.
- Demonstrated knowledge of USAID regulations and operating procedures, including ADS and FAR requirements.
- Demonstrated ability to integrate gender considerations into activity M&E.
- Strong written and oral communications skills and the ability to produce project documents, including Work Plans and Annual Reports, as well as newsletters and communications materials.
- Professional-level English (both written and oral) and fluency in at least one other official language of the corresponding sub-region.
