the HR officer is responsible for the full recruitment cycle by using different recruiting tools to identify, contact, screen, and engage top talents from outside and inside. HR officer is also responsible for ensuring best employee experience, managing and creating structures and policies for encouraging employee performance, learning and development and career growth.

Job responsibilities:
- Setup processes and strategies to recruit and engage top candidates from labor market
- Source for candidates using differentiated sourcing, referral networks, job boards, social and professional networks, actively use LinkedIn, Facebook and other social media tools
- Take over the hiring cycle: post announcement, make the candidate screening and shortlisting, arrange the interviews with candidates and managers, conduct interviews and communicate interview results to candidates, and take up all activities to ensure best candidate experience.
- Ensure the proper onboarding of selected candidates, ensure their smooth participation to onboarding training, ensure all the onboarding logistics.
- Initiate and organize activities and events to build the external candidate sources, research channels, and take actions to build external talent pools for future hire.
- Be responsible for initiating and organizing presentations and introducing company in different meetups, seminars, events etc. Organize and participate in job fairs
- Manage the database of candidates, and employees
- Design and implement HR policies and procedures to ensure high employee performance, learning and professional development and career management.
- Provide timely and accurate reports to the Management
- Handle HR related administrative tasks.
- Perform other tasks, as required.
Required qualifications:
- Higher education in Business, psychology, economics, other fields.
- Knowledge of labor market, key players, key sources of different professionals, big data on candidates from labor market.
- At least 2 years of work experience as a Recruiter and HR managerial positions
- Experience or knowledge of Technical recruitment is a plus
- Excellent knowledge of English, knowledge of other languages is an asset;
- Ability to handle multiple tasks and make quick decisions.
- Analytical and problem solving skills.
- Outstanding negotiation, impressive speaking and superb listening skills.
- Excellent communication and interpersonal skills, conflict resolution and mediation.
- Ability to work in a fast-paced atmosphere.
- Ability to work in a team and under tight deadlines.
