We Effect Europe Region offers a full time position as Programme Officer Gender Equality for our office in Skopje.

 

       I.  Objective: 

To strengthen the thematic and operational capacity of We Effect regional team in Eastern Europe and Western Balkan.  

 

   II.  Main Responsibilities:

Under the supervision of the Regional Director in close collaboration with the Programme Coordinator and other staff, the Programme Officer will:

a.  Provide continuous support and technical assistance to the programme management, colleagues and partner organisations especially but not exclusively on gender equality and organisation development.

b.  In her/his area of expertise, actively identify, promote, and facilitate and generate synergies within and outside the region; with colleagues, partners, CSOs and other stakeholders.

c.  Be a part of and support the programme management in planning, monitoring and evaluation of the projects and the programme.

d.  Fully participate on the conceptualisation of the programme and projects proposals.

e.  Fully participate on elaboration of programme reports as well as to the development of the Annual Work Plan and budget.

f.   Coordination of Programme/project Evaluations.

g.  Conduct administrative and logistical tasks when required.

 

 

III.   Duties:

1.      At Regional level:

a.  Suggest to the Regional Management the promotion of sectors and/or thematic development (disseminating knowledge and information, developing and coordinating publications, seeking alliances with national and international institutions, promoting advocacy and policy development) especially in the field of gender equality and rural development.

b.  Actively participate on the identification and/or assessment of new/potential partner organisations.

c.  Actively participate on data gathering, consolidating and analysis of data against the programme goal, ensuring external coherence and learning

d.  Contribute to the efficient planning, monitoring of project and programme results, ensuring external coherence and learning.

e.  Ensure that We Effect methods are incorporated in the process of planning, implementation, monitoring and evaluation.  

f.  Contribute to the documentation and dissemination of results of the programme activities, accomplishments and innovations. Recommend any possible changes based on the lessons learnt at regional/local level and suggest measures for improvement.

g.  Fully collaborate with the other staff both in programmatic as well as administrative and logistical matters.

h.  Provide timely and relevant information in her/his area of expertise to management, staff, donors, partners and stakeholders.

i.   In view of the agreed activity plan for the period, participate on the review of financial and narrative reports as well as funds request from partners to We Effect.

j.   Assess training needs in the field of gender equality and rural development and as required provide training to programme staff and partners.

k.  When necessary and requested by management be involved in drafting strategies, policy briefs and project proposals.

l.   Provide methodological support to programme in fields of responsibility such as gender equality, organisation development and/or study circles.

m. Participate in Global Thematic Groups as assigned by Regional Director.

 

2.     At Partners level:

a.  In specific technical areas of expertise, and in close collaboration with local staff provide support to partner organisations and/or projects for technical advice, strategic planning and training – either personally or by facilitating external expertise.

b.  When applicable, support partner organisations in planning, coordination, and monitoring of programme’s activities in their respective countries.

​c.   Provide advice and when necessary and requested by management, assist partners on the development of work plans and budgets.

d.  Assess the coherence and relevance of support to partner organisations/projects and its contribution to the goal of the relevant programme. Identify and recommend adjustments to improve impact.

e. Assess proposals coming from partners/stakeholders and advice the Programme Coordinator on decisions to be taken.

f.  Keep up to date of national regional and international developments in the strategic programme area of responsibility.

 

 IV.  Other:

a. Accept and respect the principles, policies and ethical values of We Effect.

​b. Respect and adhere to We Effect’s anti-corruption policy. Never accept or be promised, request or give, promise or offer a bribe or other undue reward, remuneration, compensations, undue advantage or benefit of any kind, which may constitute illegal or inappropriate behaviour. In all administrative practices strictly follow the laws of the country.

​c.  Keep confidential all financial and sensitive information.

d.  Carry out any other tasks assigned by the Regional Director for the good functioning of the Regional Office and the Programme.

 

Qualifications:

  • A degree in Social Sciences, Sociology, Anthropology, Development Studies or any other relevant field.
  • Documented knowledge of International Development issues, civil society development and particularily gender equality.
  • At least 5 years experience in a similar position preferently at an international NGO.
  • Documented experience of civil society networking and programmes.
  • Familiar with the Rights-based approach (RBA)
  • Familiar with Logical Framework Approach (LFA).
  • Experience in Planning, Monitoring and Evaluation.
  • A good problem solver, analytical, creative and innovative.
  • Excellent verbal and written command of English and Macedonian. Albanian language is  considered as an extra merit.
  • Excellent reporting skills.
  • Working knowledge of Microsoft Office.
  • Physically fit since the position demands regular international travelling and regional field monitoring.
  • Driving license
